It's all in the carrier, best example is Horizon versus Colgan/Republic you'll see a huge difference in mx culture hence why QX has better luck that's not to say that it didn't have major teething problems. Recruiting once again go back to the company.... QX isn't having nearly the same hardships finding applicants granted they don't need as many but when you pay better.... If the right carrier came along with the Q and mimicked Horizon with just a little better pay I'm sure it would solve a lot of regional problems.
