You wouldn't want to waste precious minutes asking technical questions during an interview (establishes a knowledge baseline and level of preparedness) or put them in a sim (do they have adequate instrument skills).
Because it saves money (lol), ya know because dropping people after extra sims is so cheap.
The only way Mesa can get enough people through the door is by literally not having any standards. A percentage of guys are competent, want to go there for bases, a perceived quick upgrade, whatever. Then there's the "others".
