Even Guam based pilots arriving from a trip CANNOT go to the CPO right there in the terminal to drop off a flight bag because they haven't cleared customs & immigration yet. So, best bet is to call the CPO and arrange to meet Pierre outside of security or ask if you can meet him at the gate of your outbound flight. Believe me, it's a complicated arrangement and the airport police do not like people to try and work around their rules. I'm not the only pilot who has been detained & nearly arrested.
