Default CPO in Guam..

Hey, it's a VERY complicated business to visit the CPO in Guam.. I'm not exaggerating. I was detained and was going to be arrested by the Guam airport police for going in to the CPO to do CBTs and then trying to come back out without leaving on a flight. I was TDY to Guam at the time and didn't have a local SIDA access badge, just as you won't either. It's complicated because inside security at the Guam airport is also in an international terminal and DHS Secure Area. Even Guam based pilots arriving from a trip CANNOT go to the CPO right there in the terminal to drop off a flight bag because they haven't cleared customs & immigration yet. So, best bet is to call the CPO and arrange to meet Pierre outside of security or ask if you can meet him at the gate of your outbound flight. Believe me, it's a complicated arrangement and the airport police do not like people to try and work around their rules. I'm not the only pilot who has been detained & nearly arrested. My detention lasted about an hour & a half. Not fun. Respond with some way for me to pm you if you want more info. Have a blast on your TDY!

Well based on what I've read, it's probably not going to work out. I don't have much more time on the island, and as everyone has mentioned, its probably not a good idea to "drop in" (even if it is only a phone call) on the CPO without some sort of line pilot to introduce me. But as always, thanks for the advice!

All due to the fact that Guam, in their infinite wisdom (along with infinite corruption and incompetence), decided to forego the extra level every other airport in the world has to separate international arrivals from departures. That place will never change and the airport "police" think they are all Wyatt Earp.

About a year ago, the funding for redoing the terminal was secured from the FAA and other sources. The project is going to take several years, but when it's done the terminal will be truly "international" in that incoming and outgoing passengers are separated.

The problem here is that the Guam Airport Police, Customs, and DHS are in a perpetual turf war, and each feels the need to one-up the other. TSA here tries to tell you that the rules on Guam are different than other airports--they aren't. There is indeed incompetence and corruption, along with just general confusion.

As for talking to Pierre, I would just call him, introduce yourself on the phone, and ask for a few minutes of his time. But, like you've read, trying to get to his office will likely get you in trouble--not with him, but with GAPD.

OnCenterLine, since you know the lay of the land and the players in Guam, it would be nice if you had a beer with JerkStore give a little back and set the guy up to see the CP. I'm sure JerkStore would appreciate it and share the results with the rest of us.
