About a year ago, the funding for redoing the terminal was secured from the FAA and other sources. The project is going to take several years, but when it's done the terminal will be truly "international" in that incoming and outgoing passengers are separated.
The problem here is that the Guam Airport Police, Customs, and DHS are in a perpetual turf war, and each feels the need to one-up the other. TSA here tries to tell you that the rules on Guam are different than other airports--they aren't. There is indeed incompetence and corruption, along with just general confusion.
As for talking to Pierre, I would just call him, introduce yourself on the phone, and ask for a few minutes of his time. But, like you've read, trying to get to his office will likely get you in trouble--not with him, but with GAPD.
