As far as Horizon, your times definitely are competitive. Hiring is supposedly continuing indefinitely, so you shouldn't have a problem getting an interview.

Don't find a job and then move for it, unless it's an absurdly good opportunity. Build your life where and how you want to. If that's with a girl in Boise, then do it. Aviation is a job to facilitate your life, not the other way around.
Your quality of life living in Boise at Horizon will be pretty good. Apply as soon as possible. If you meet the minimums, you're competitive.
