While I agree with your line of thinking, that barn door was opened in LOA 46, long before FAR 117. I noticed that the survey question on automatic premium pay above a certain trigger included an option to do this together with a pickup limit that would apply to all non-GS flying, similar to the old NW system.

That idea sounds as though it would keep guys from going up to FARs prior to GS, while giving us 1.5 pay for the time between the trigger and the pickup limit. Would that ultimately help staffing by reducing the amount of time we can pick up before reserves, or would it hurt staffing by encouraging more guys to pick up above the trigger?
