They go down the entire FO list from the most senior FO to the most junior FO (including new hires). They take the top 26 "non-IAD" FOs with IAD as their #1 FO bid preference. They take the top 25 "non-PHX" FOs with PHX as their #1 FO bid preference. If they don't have enough FOs voluntarily trying to move to those bases (often the case during times of expansion), they start filling the vacancies with new hires by looking at everyone's preferences and ensuring the most senior pilots get the base they have ranked highest.
This often creates secondary vacancies which the company might or might not decide to fill--i.e. if the top 5 IAD FOs decided to switch to PHX FOs last-minute, they'd all get PHX, and it would likely create 5 additional secondary vacancies in IAD.
