I find the thought intriguing, but from a contractual perspective, any "agreement" between AOL and USAPA would by definition affect the Protocol Agreement, and thus would be subject to all the actual parties of the Protocol Agreement agreeing to renegotiate and amend the Protocol Agreement.

I like the idea of pilot leaders negotiating, but call me cynical.. when have we had pilot leaders willing to take the political risk of making a decision about seniority?
