No instructor signoff is required for the ATP written (for the first attempt). Just spend a week or two studying (check out www.sheppardair.com - way, way better than going the Gleim route), make an appointment, show up with the necessary ID, and cruise through the test. If you've studied properly, the test shouldn't even take 20 minutes. You should be at the point of recognizing the right answers, no thought or figuring required, even on the performance problems.
