Dulles has always been used as a "holding" base for new hires, especially people who aren't off IOE/consolidated yet.
Essentially, crew planning uses IAD as a kind of "holding" base for new hires until systemwide upgrades and more senior FOs bidding out of IAD create secondary vacancies in other domiciles for them to fill.
Meanwhile, people who actually want to be in Dulles rise like flotsam/debris bubbling up to the top on a stagnant, very expensive and uncommutable pond in suburban Virginia.
You'll bid out to PHX quicker than anyone has for the last 5 years--you just have to be patient and find a hobby/gf/bf/drink/side job between now and then.
