I think that's an exaggeration. Browsing FT Web for the next 3 days, there are a couple of captain on captain flights where the FO listed is a check airman. Other than that, there are 3 FOs doing IOE and the rest of the right seats are being flown by senior line holder FOs, and with non check airman from what I can tell. The EJET currently has a deviation from the 75 hour green on green rule. Granted, 3 days is only a snapshot, but it's a pointer in the right direction.
The way IOE is working is the company holds back all the trips being assigned to IOE check airman from being assigned to FOs. That way there is no real "dropped for IOE". They then place IOE students on the schedule as they need to. There maybe SOME dropped for IOE going on for odd cases, but it's not the norm.
