This absolutely does happen. I don't blame the guys for doing it as I probably would too and there are certainly times where people get orders and legitimately can't come to work. It does make manpower planning's job harder because they can't predict who's going to manipulate the system. These are the people doing the hiring and rightly or wrongly, it is something that's on their mind.
