I respectfully disagree, insofar as they don't HAVE to bring it down to the LCD, but they do....
And no, my style was to "promote" the non-bad kid, and squash the bad one. I think it works better than bumming out the producers.
I can't say that I'm right, and this could be a reason I don't run a big company.
