We? We as in US pilots, or we as in AA and US pilots?

I seem to remember that the APA went down the MOU road without US pilots, and only at the end the US pilots were allowed a vote on whether we wanted to that the MOU now, or have it forced down our throats after SCS.

Can you lay out where I'm wrong and what the NO vote path would have lead to?
