As a line holder, a pilot can drop all his flying in one base and pick up in another base.

Please PM if necessary but i am having a hard time understanding how you can DROP YOUR ENTIRE LINE TO ZERO HOURS A MONTH but line guarantee is 76 hours a month? How does that work exactly?
