I think management gets a kick out the frustration it causes the rest of us. Anything that causes conflict and division in the pilot group they're all for it. If it doesn't benefit them to fix it ($$$), why would they bother?
You hit the nail on the head. This fits perfectly into their playbook. It's just another example of the "IGM" attitude of many of the crew force. "I Got Mine" is all that seems to matter to many here, and until that changes, we as a crew force are never going to mature to a point of being able to make any real progress.
