I guess things haved changed. I did not know there was a grievance with this. When I was Hawaii based 2 years ago, Mesa was using the block or better for the entire bid. Not leg per leg. Hawaii under blocked legs were notorious. I would over block my awarded line guarantee at least 10 hours a bid. Only to have Mesa re-crew a few round trips to bring me back to my original awarded block. I think someone owes me some money. I grieved it.
