That's the point, if J.O. and the rest of the "bottom feeders" don't want to lose their contracts, then they'll be forced to move pay and benefits up, instead of being used as an excuse, by management at higher paying regionals to refuse any gains in negotiations!
Once again your refusal to accept the truth is only hurting efforts by your group to make gains. Do you really expect to get a new contract with decent improvements in the near future if they are able to continue staffing without problems?
