That is changing.
PARs are going away. We just lost the only one in the state of OK (Fort Sill).
Navy T-6s and T-45s both have ILSs.
Naval aviation for the fleet has put their faith into JPALS - at least as late as 2010. Not sure what path the Safety System Working Groups have been heading down the last few years.
