It's definitely first come first served. I tired to pick up a trip within 5 minutes of SAP opening and it was already nabbed by someone junior to me.

I also got the "at or below minimum reserve coverage" denial on day 1 of this last SAP, which I know had to be complete BS because all of the buffers were well exceeded and I put in the request within one minute of SAP opening. I should probably email the union about it.
