Over the past 15 years I've had 3 different airport cars in MEM (registered in my home state) that never received the state mandated inspections. I recently drove one of them home. The next week I took it for the required inspections ... no problem.

Yes, in my state it is a problem. In my home state, the registration renewal and the inspection occur at the same time. They can't be separated.
It sounds like registering a car in MS is the easiest way to go.
