Relative Bearing....but thats for using an ADF. You need to use your E6B flight computer to solve this problem.
True course (-E)(+W)VAR = Magnetic Course
Magnetic Course (-L)(+R)Wind correction angle = Magnetic Heading
Magnetic Heading (+)(-) Deviation = Compass Heading
