Not all airlines allow junior manning. Generally if you are off duty, you have no obligation to respond to crew tracking. Junior manning is usually done to reserves, because they HAVE to answer their phone...typically they will call you on your last reserve day (you must answer cuz you're on call) to assign you flying on your fisrt day off.
They can also junior man a line holder when you check in for a regularly scheduled trip...this is uncommon since they don't usually know they have a crisis need that far in advance (unless it's a day trip maybe).
Total *******hole airlines like mesa actually employ people to PHYSICALLY junior assign pilots. It's like a game of tag...they roam the terminals and jetways and grab any crewmember they spot. If your schedule allows it, you're junior manned!
