The specific definition can be somewhat fluid, buy basically you are being made to fly when your schedule said you were to be off. This can cause HUGE problems for people that commute or have families to attend to. Control over one's schedule is the only thing that makes this life style palatable. When other people's lack of planning (scheduling/planning) infringes upon that, you pay the price. The term comes from the fact that these surprise assignments are usually supposed to got to the most junior pilot they can snag. not always the case.

SkyWest is a great company that doesn't need a union as bad as most because they don't treat their employees too bad but, when I think about the fact that they have standup overnights...yep they need ALPA.
They dont need ALPA. Things seem to be working for them. ALPA is not the cure all for every airline...ie southwest and alaska. Just becasue they don't have ALPA, and dont want it, doest mean they are getting shafted by management. Seems to me that they are one of a few well managed regional airlines. (no TSA is not among the few)

Possibly another stupid question... If you're off in Maui or something and your phone is turned off or you just ignore crew support on your days off then what? Can you be reprimanded? Or is this something they just throw on the schedule and you're supposed to constantly be checking it.

Nah, if its your day off, you are not required to be anywhere near your phone

Things might be working well for them because the threat of ALPA is present and the company has extra incentive.

Not all airlines allow junior manning. Generally if you are off duty, you have no obligation to respond to crew tracking. Junior manning is usually done to reserves, because they HAVE to answer their phone...typically they will call you on your last reserve day (you must answer cuz you're on call) to assign you flying on your fisrt day off.

They can also junior man a line holder when you check in for a regularly scheduled trip...this is uncommon since they don't usually know they have a crisis need that far in advance (unless it's a day trip maybe).

Total *******hole airlines like mesa actually employ people to PHYSICALLY junior assign pilots. It's like a game of tag...they roam the terminals and jetways and grab any crewmember they spot. If your schedule allows it, you're junior manned!
