I will bet $10,000 that AA's intentions are to keep people at PSA not have them flow.
At the moment classes are being filled so there is no need to increase flow. Maybe in 2 years after the music stops, management will reassess and adjust the flow. But I can guarantee you that their priority is to keep the cheap labor handcuffed to their regionals.
