Red means there aren't enough reserve pilots to meet the arbitrary "buffer" number the airline sets (don't know what IAD's is, but it's normally between 10 and 30) for each day next month. If there were excess reserve pilots, it would be in the green, which everyone likes because reserve pilots can swap the days they want off, and line pilots can drop or switch trips much easier. Everyone likes it to be in the green, but it only happens when there's plenty of staffing and Mesa doesn't set the buffer stupidly high.
