The point of these programs is to allow the mainline to hire off the street instead of hiring everyone at the WO first. In other words, these programs are designed to keep you here, and maybe get you to mainline someday.
I agree with you for the most part except for the maybe getting to mainline someday bit. The hard numbers (144 this year and 180 next year) are set. The unknown mostly lies with those who interview as FO's because captains are still allowed to leap frog. That needs to be fixed to send people to DL according to when they interviewed, period. Id hardly call the SSP a failure for those who wanted to get hired by DL.
