Look at it from the point of view of someone who has no 121 time, would like to pick up 1000 hours of it in a fairly expeditious manner so that they can be in a position to upgrade, and then is kept waiting so that the DECs can go through their training and take those captain slots.
Paid vacation is nice, but if the regionals are to be a "get your time and get out" deal, getting your time is a big part of that equation.
Put it in the perspective if you worked at a place with a 5+ year upgrade. I wouldn't complain too much about an extra month or two for training before you can start acquiring time. If it makes you feel better, pick up an extra trip per month to get you caught up for lost time.
