Just a guess, but probably foreign ownership and operational control issues would be at least part of it.
DHL needs to start it's own US airline to ease operational control issues and assure a seamless level of service. Of course, they would have to spin it off to a US airline entity with a US airline executive at the helm due to foreign ownership laws.
They tried once and failed miserably. This time they could call the new airline Bstar Air Cargo and have Joe Hete run it for them.
