This activity, if indeed the company is doing this through the CP office, would seem to be a ULP, Unfair Labor Practice. The company cannot dictate to members of unions and interfere in union affairs. It also sounds suspiciously close to being activity which could be defined as what a company union would do. A company union is also illegal. What that means is that the company cannot create a union. Interesting stuff. I am sure that there is some case law about this kind of activity.
