It is NOT legal. When ALPA national tried to break the Union of its own in-house clerical workers, ALPA was quickly slapped down by a judge for unfair labor practices. There are now bulletins in the break rooms at ALPA headquarters explaining the judge's order and that ALPA has no right whatsoever to interfere in the employees internal union activities.
No way management would do this. It's flat out illegal, with court precedent against any interference in the internal politics of a union. It would be a PR disaster for them.
