I doubt that being pretty has much to do with it. The underlying cause is that any company that does business with the federal government has to implement quotas. Most airlines do at least one of these things: Carry gov/military pax, carry mail, participate in CRAF, carry cargo for fed/military.

There are requirements that such businesses either meet specific quotas or, failing that, have an agressive program to improve their numbers.

Since there are physically not enough female/minority pilots to come anywhere to meeting the quotas, many companies are on a perpetual quest to show that they are trying really, really hard.
