As far as pay rates go, we already have E190 and E195 rates so they can order those planes with no discussions. I can't imagine they would delay an order because of the lack of negotiated pay rates. CBA 3-J covers everything about new aircraft types.
I think you are missing the carrot they will be dangling. Its been in the media already.

"United Airlines plans to order a fleet of 100-seat jetliners from either Bombardier Inc. or Embraer SA if it can agree on terms for a two-year contract extension with pilots in expedited bargaining."

Just as Delta dangled that almost same carrot in front of their pilots for a TA. The 20 E190s and 40 737ERs most likely could have been added without TA ratification (I'm sure the 737, not sure E190 as I don't know their contract), but management dangled it in front of them. And your second to last sentence...delta did exactly that, they cancelled all 60 aircraft.

I will wait to judge any extension until actually reading it, but just because the company can do things now, doesn't mean they won't use what they could do as leverage or a bargaining tool. They could give us lots of things without amending a contract, but that hurts their negotiations. New airplanes on property is one of those bargaining chips, no matter how they get defined in the CBA.
