I guess the big difference is that the program candidate still gets screened by UAL, whereas a "flow" would not?

And to answer the bold, traditionally, a flow dodnt get screened when their number was up. They were simply notified when it was time to go.
Delta has/had flows, mostly Compass and Mesaba. When it was time to go, they go. Unless they were withheld for staffing reasons per the agreement of course.
Delta ALSO had a pref interview program for their Endeavor Air/Delta Connection carrier, called the SSP, Streamlined Selection Process. Those pilots have to complete day 1 of DAL's interview process, but not day 2.
