The "LCA/FO" aspect may need to be changed in your mindset. We currently block pairings in PBS for instructors (both CA/FO, mostly CA) it would now extend to line check airman for OE purposes. The question mark is now (as purposed) "when" it would occur... Prior to bid? Ok.. During bid.. Fine... When CA lines are final and before FO lines are run (meaning FO's won't know what to bid FOR in PBS)... That could be a problem. On the other hand, it can be convenient as you won't get bought off... Which can be far worse than flying your original trip.
Believe me when I say it's known to the negotiators.... If you are an FO and bought off it can get VERY ugly, especially if you are rather senior and have a good trip. Been there, done that, not cool. Personally passed on my sentiments in a native 4-letter emphasized language to those at the table. We e been running tests in PBS for a while. It gets weird when you block off CA trips for FO's beyond "blocked" FTI trips. So you avoid LCA's and being bought off, but (depending on base) some good trips, as well as some ugly trips, get locked out.
