From their advertising at least it does appear to be true. 20k bonus for the 145, 15k without prior 121. They are trying to poach current 145 guys from other regionals.
The real curious part of this is that the 145's were supposed to be going away. Especially with the ongoing lawsuit and the fact that they were having 145 guys bid over to the 170 fleet.
