The term "50% plus 1" is meant to express a situation where a TA is sweetened just slightly so as to put the vote over the top but to avoid making the TA so good that it is overwhelmingly accepted. The vote speaks for itself. It sure seems to present its quality as 50% plus 1. Everyone sees the same thing differently depending on their individual agenda.
