If he doesn't upgrade 700 plus pilots from FO to Capt by mid to late 2017, there ain't gonna be a 2.5 year upgrade for a new hire TODAY. They may or may not put out the vacancies.
However, 700 upgrades over 18 months equals just over 38/month. The training center is quite capable of those numbers as they had well in excess of that every month in 2011.
It's far from "black and white" as you put it.
