An acknowledgement that to meet a 2.5 year upgrade claim for present new-hires as projected, all present F/O's are planned to be in captains school by June 1, 2018 and acknowledgement based on the approximate 205 upgrades planned for 2016, that the remaining F/O's (whatever number of present F/O's minus 205) will be upgraded based on an realistic schedule that they can confidently stand behind that they can achieve not only for the upgrades, but for an equal number of new-hires to support a claim of no contraction.
If they cannot make a coherent argument for that with specifics, it falls into the "heard that before" catagory of unrealized promises, which BTW is a Loooooooog file.
