Might some of it have to do with Republic (Shuttle America) not being able to staff the 50-seat flying they do for Delta?
As far as I know Delta is pretty much scoped out on 76-seat aircraft (though they may be able to add more with the new 190 and 739 order), so if Endeavor wants to add aircraft at the moment it has to be on the lower end of the scale. With fuel prices cheap at the moment and with the aircraft already in Delta's possession, it's a pretty low-cost move to add capacity.
