Yes. That is the process. Two C44 resolutions made it through the MEC and was (is) on the Agenda at Executive Board / Board of Directors. One was a dues reduction. National was (is) also working on the resolution which sought to modify voting procedures.
Other Council resolutions work their way up too. Just happen to have more familiarity with what goes on in my local.
You are correct. Also in November the Delta MEC passed a separate resolution which seeks to exempt dues from profit sharing.

WHEREAS the Association is party to collective bargaining agreements setting forth the rates of pay, rules and working conditions, and
WHEREAS the Association creates its annual budget based upon known and estimated levels of employment, seniority, pay rates, and profit sharing at the carriers it represents, and
WHEREAS a Profit Sharing Plan is additional income paid to all employees in recognition for contributing to a successful operation and should remain as unencumbered as possible.
THEREFORE BE IT RESOLVED that the Delta MEC directs the EVP to pursue a change to the ALPA Constitution and By-Laws adding “Income received as a direct result of an employment agreement’s Employee Profit Sharing Plan” (or words to that effect) to Article IX Section 4 “Income Exempt from Dues”.
