It would seem the play for them would be to hire captians and keep the FO's where they are. Your suggesting as long as they can pencil whip their staffing needs there's nothing that can be done. I am not blaming the union, but they are the organized representation for the pilot group.
Huh? The reason for DEC's at the time was there weren't enough qualified FO's to fill the positions. Now that lots of guys have their bid in but not the seniority and/or not enough CA vacancies, there's no need for any more DECs
