They did over hire DECs. There were DECs in the last 2-3 classes that didn't receive base assignments until they were in OE because there were qualified FOs senior to them. That's why they had to drop that massive bid, in order to reach the seniority of the DECs they had already trained, but didn't have slots for.
The other reason for the DECs was to get as many captains in the snap shot as possible before the flow agreement.
So now they are slightly over staffed on captains, and can still upgrade another 20 or so before they have to increase the flow.
I am a very junior captain and I haven't received a Jr man call yet, but I have noticed that some captains are still picking up the open time and doing the companies work for them.
