So now they are slightly over staffed on captains, and can still upgrade another 20 or so before they have to increase the flow
The snapshot that occurred at the beginning of the year was of current and fully qualified captains. None of the guys in the Dec upgrade class became fully qualified by the snapshot, so ALL the ones who passed will count toward increasing the flow number.
