The flow was never suppose to solve everything? Who told you that. It was part of the 900 deal and the agreement to revisit it was part of that deal. That was the there to get the existing captains to pass 12/4. The upgrades is what tilted the FO's to pass it.
I understand the flow was part of the 12/4 deal. You don't think AA was selling the flow so hard in October, before it was even voted on, because they figured it would solve the personnel issues? It certainly isn't helping their retention yet they refuse to come back to the table early and admit their failure.
