Bad is probably not the best word but let's be honest adding one person per month and a real flow only benefitted the senior CAs.
If senior captains leave, junior FOs move up the seniority list and the movement is what you want. You want an additional 10K annually when you become a CA. Have some patience and respect for the negotiation process.
