Could be one, or more, of several reasons. Possibly, they are waiting on one of their regional "competitors" to fail (i.e. Republic,) and hope that enough pilots will jump ship and come to a WO to fend off the staffing crisis. Also, they are at least smart enough to pit the three WOs against each other to keep them all fairly cheap. Ex., give PSA the 900s and promise them Envoy's 700s to scare Envoy into concessions. Threaten PDT with a shutdown and then give them 145s to further intimidate Envoy. When Envoy accepts the new hire and FO bonuses, refuse anything more for the other two because what's good enough for one should be good enough for all. They have their own in house whipsaw game going.
