Because outside their university agreements, they only get a trickle. The universities only belch out a cluster at the end of semesters and ultimately that alone won't feed the bulldog. All the banter here won't change that either way. Barring any true bombshells, Envoy is virtually certain to have some serious issues by years end.

Of course, it's very likely that all AAG needs out of them as by then, other factors will be in place to allow another path that will suffice for for a year or so. In the interim, it could be a very quiet second half of the year at Envoy flow wise.
