I would personally not go to RAH. Too risky. I would consider PSA for a specific set of circumstances. If you fall within those circumstances, it isn't a bad place to be. If however you find yourself commuting from far away because some recruiter promised you CLT and a quick upgrade, you failed to do your homework.
Your point about increasing pay not working is an interesting one and I hadn't considered that myself. There's a lot of truth in your entire post.
